We are a European, interdisciplinary think tank from Poland. Our team consists of experts in the field of energy, with experience in business, public administration, and science.

Our mission is to initiate dialogue, propose knowledge-based solutions, and inspire action for a just and effective energy transition leading to climate neutrality. We achieve this through analysis, opinions, and dialogue on the decarbonisation of key areas of the economy.

Team

  • dr Joanna Maćkowiak-Pandera

    President joanna.pandera@forum-energii.eu

    She focuses on European energy and climate regulations, electricity markets, renewable energy sources and energy transition. For three years she was the Senior Associate at Agora Energiewende – German energy transition think tank, where she was in charge for the project of energy cooperation in Eastern Europe. In the past, she worked as a director of market development at the Danish company DONG Energy (now Orsted). During the Polish Presidency in the EU Council, Undersecretary of State in the Ministry of the Environment, responsible for climate and environmental negotiations. Earlier, also at the Ministry of the Environment, she was the head of the team that carried out pilot AAU sales transactions under the Kyoto Protocol to the governments of Ireland and Spain, thanks to which Poland earned over PLN 500 million for the implementation of low-emission investments. As a head of cabinet of Prof. Maciej Nowicki COP14 President (under UNFCCC) she was directly involved in global climate negotiations. Author and co-author of many publications and articles about energy transition, power market. PhD in environmental sciences. She studied and worked at the Adam Mickiewicz University in Poznań at the University in Kiel and University in Potsdam. Winner of several international scholarships (Erasmus, KAS, DBU, MMF).

  • Lidia Kołucka

    Lawyer, leader and expert with nearly 20 years of experience in management, development and implementation of communication and business strategies. She earned an Executive MBA at Central European University. Lidia has a strong entrepreneurial spirit and ability to work in a multidisciplinary and multicultural environment, her leadership style is characterized by transparency and high integrity. She graduated from the Faculty of Law at the University of Warsaw, expanding her knowledge during postgraduate studies at this university and at the Wrocław University of Economics. While still a student she completed an internship at Hunton & Williams. Then she joined to Ford Foundation where she was responsible for the organization's grant programmes in Central and Eastern Europe. The next step was the Trust for Civil Society in Central and Eastern Europe, where she was responsible for managing the CEE Trust, overseeing the organisation's legal and financial activities, and planning, implementing and monitoring CEE Trust programmes in and outside Poland. From 2008 to 2012, she served as a strategic advisor to the Prime Minister on public administration, state-citizen relations, social dialogue, big data and the digital agenda. She is a co-author of the Poland 2030 Report and the "Long-term Country Development Strategy". Before she joined Forum Energii, she was Head of Public Affairs, Communication and HR at Pelion - the largest healthcare company in Poland.

  • Andrzej Rubczyński

    Senior Advisor, Heating Strategy Director andrzej.rubczynski@forum-energii.eu

    Manager of the energy sector with many years of experience in domestic and foreign companies, including PGNIG TERMIKA, Vattenfall and GIE - Ansaldo. At the beginning of his professional career, he held operational positions, and then took up the task of managing investment activities. The last decade was a period of fundamental analysis for the energy market and the macro environment of the energy sector, as well as the creation of development strategies and long-term investment plans of the company. Expert knowledge of energy and heating markets and sector legislation allows him to actively participate in the activities of industry organisations aimed at creating concepts for the development of modern domestic energy and the heating sector. Author and co-author of many reports prepared by the Forum Energii.

  • dr Aleksandra Gawlikowska-Fyk

    Director of Power Sector Program aleksandra.gawlikowska-fyk@forum-energii.eu

    She specializes in the European Union's energy policy and regulations, with particular emphasis on the internal electricity market, energy security and low-carbon transformation. For five years, she was the head of the Energy Project and then the International Economic Relations and Energy Policy Programme at the Polish Institute of International Affairs, one of the most recognized analytical teams in Central Europe. Previously, as a former employee of the Energy Regulatory Office, she dealt with the issues of domestic energy sector and regional electricity markets. She has a PhD in Economics and MA in Administration. She is the author of many publications on energy, where she combines political and economic perspectives. She regularly comments on energy issues in media.

  • Tobiasz Adamczewski

    He was WWF Poland’s Conservation Director and member of the management board. Before taking on management roles, he was WWF Poland’s climate and energy expert. His past professional experience includes development of renewable energy projects, work in the public sector in international climate policy negotiations and as an analyst in an energy media-consulting firm. He holds a BA from the University of Toronto, MA from the Jagiellonian University in Cracow and a postgraduate diploma from the Cracow University of Economics.

  • dr Sonia Buchholtz

    Director of Energy Transition Financing Program sonia.buchholtz@forum-energii.eu

    Doctor of Economics, Assistant Professor at the Warsaw School of Economics. Expert in macroeconomics, labour market and public policy evaluation with a strong analytical background. Author and co-author of publications in this area, participant of international research and policymaking projects. In the past, associated, i.a. with the third sector, recently worked as chief economist of the Polish Confederation Lewiatan.

  • Piotr Kleinschmidt

    Director of Heating Strategy Program piotr.kleinschmidt@forum-energii.eu

    In Forum Energii he supports analysis in the area of Heating Strategy. He gained experience in companies in the heating, power and renewable energy sectors. He dealt with a broadly defined business analysis, coordination of energy projects and construction of new branches of a heating company. Graduated from Gdańsk University of Technology with a degree in power engineering. He coordinated the work on the "Energiaimy" energy portal in the Gdańsk branch and participated in many conferences and industry trainings. Alumnus of the 8th edition of the „Akademia Energii” programme and winner of the "Kierunek Grupa GPEC" scholarship programme.

  • Anita Cieślicka

    Director of Cities Program anita.cieslicka@forum-energii.eu

    Coordinator and manager of interdisciplinary art and research projects. At Energy Forum, she develops cooperation with cities, manages an expert group and supports local governments towards clean air and climate neutrality. She graduated with honours in interdisciplinary studies in social sciences, humanities and technical-natural sciences at the Faculty of Artes Liberales, University of Warsaw. Since 2015, she has been coordinating and producing artistic and cultural events at institutions such as Teatr Powszechny and the Warsaw Uprising Museum. For many years she was a co-founder of the Central Foundation, where she managed the Justice, Silver Salome Dream and Civic Anti-Smog Law projects. She develops creative, proactive and collaborative initiatives for the energy transformation of Polish cities.

  • Konstancja Ziółkowska

    Senior Specialist of the Social Policy and Energy Transition Financing Program konstancja.ziolkowska@forum-energii.eu

    A social researcher and analyst, at the Energy Forum she is responsible for analysis in the area of the social aspect of the energy transition. She gained analytical experience in the non-governmental sector and public administration. At the Institute for Structural Research, she conducted research and co-authored studies on equitable energy transition, including energy poverty and labor market transitions. Over the years, she has been involved with the third sector as a member of the editorial board of Kontakt Magazine, and has also worked with the Heinrich Boell Foundation and the Center for Civic Education. She graduated in sociology and economics from the University of Warsaw.

  • Maciej Zaniewicz

    At the Forum Energii, he coordinates the international cooperation program, with a major focus on Ukraine, in the area of energy and climate. He worked as chief specialist-analyst for energy policy and for Ukraine at the Polish Institute of International Affairs. Previously, he was an editor of Energetyka24.com and an analyst in consulting for the energy industry. He is the author of numerous analyses and studies on energy policy in Central and Eastern Europe - especially in the context of the role of natural gas. He was responsible for the energy and climate part of the „Association agreement between the EU and Ukraine. European Implementation Assessment”, prepared in 2019 and 2020 on behalf of the European Parliament. He speaks Polish, English and Russian and has a passive knowledge of Ukrainian.

  • Marcin Dusiło

    Engineer, analyst, consultant; passionate about energy, nature, rational thinking and knowledge. He has professional experience in the energy sector. He worked as an analyst, advisor and standard developer at OGP Gaz-System on strategic projects such as Baltic Pipe, FSRU terminal in Gdansk Bay or expansion of LNG Terminal in Swinoujscie. He provided engineering consulting services for energy projects at Danish consulting company Ramboll, was involved in product development on the Polish energy market at PGNiG Obrót Detaliczny, worked as an electrical engineer at ENCO, where he designed transformer stations, and as a power engineer - at ZRE Katowice, where in EC Siekierki he was responsible for repair and maintenance of the largest district heating turbine unit in Poland. During his studies at the Faculty of Power and Aeronautical Engineering at the Warsaw University of Technology, which he completed with honours, he gained experience in project and organisation management as the president of the Power Engineering Scientific Association.

  • Jędrzej Wójcik

    An engineer passionate about the energy and heating transition in the context of climate change, energy security and social aspects. Before joining Forum Energii, he spent two years in Copenhagen. At the Technical University of Denmark he studied energy system analysis and modelled energy system transformation, and while working at Ørsted he gained experience in offshore wind farms and the implementation of innovative products. He has previously worked for EY and KAPE. He has a double master's degree from the Faculty of Electrical and Electronic Engineering at the Warsaw University of Technology and the Kiev University of Technology, where he developed new methods for the analysis of heating system modernisation. A graduate of the 9th edition of the Academy of Energy, organised by the Lesław A. Paga Foundation.

  • Jakub Jezierski

    At Forum Energii he is responsible for supporting projects on urban policy, and is also involved in analyses of equitable energy transition in the regions. He gained experience at the Reform Institute, where he was responsible for the analysis of Polish and EU policy documents in the field of energy and climate. In addition to his professional work, he is also a researcher and author of academic articles in the student publication Bristol Social Science Review. He is currently completing a bachelor's degree in Politics and International Relations at the University of Bristol in the UK. Alumnus of the 12th edition of the Academy of Energy.

  • Aleksandra Dziadykiewicz

    She joined Forum Energii after 13 years of working in the media. For over a decade in Radio TOK FM she dealt with the economy, including taxes, labour market, pension system, financial markets, statistical data, energy. For her work she has been awarded in the Władysław Grabski National Bank Competition for the best economic journalists and in competitions of the Patent Office. Graduate of Polish philology at the Adam Mickiewicz University and postgraduate studies "Energy Security" at Collegium Civitas as well as certified courses at the London School of Public Relations. Privately - passionate about sports climbing and ocean sailing. Sensitive to human and animal rights, she tries to minimize her own impact on the climate, support fair trade and zero/less waste movement.

  • Jadwiga Winiarska

    At the Forum Energii she is responsible for organizing events, coordinating the participation of experts in external events, cooperation of the Forum within The International Network of Energy Transition Think Tanks (INETT), patronages, website maintenance. She is a secretary of the Expert Council on Energy Security and Climate. Jadwiga is an expert in organizig national and international events, of which she has organized over 700. She gained most of her experience working at the Polish Institute of International Affairs and the Polish Confederation Lewiatan. She co-organized the Warsaw Summit Experts' Forum conference during NATO Member States Summit in 2016 in Warsaw, the Wrocław Global Forum in Wrocław, the PISM Strategic Debate in Jurata and co-created the European Forum for New Ideas for five years and other events on business, legal issues, HR and taxes. A graduate of the University of Wrocław in the field of Scientific information and library science with a specialization in book art and postgraduate studies in PR and strategic communication in companies at the Warsaw School of Economics. In her spare time, she reads good fiction and non-fiction, does yoga, implements zero waste at home and is passionate about vintage.

  • Ewa Bławdziewicz

    At Forum Energii she is responsible for the efficient organization of the office's work. She has many years of experience in managing administrative, financial and personnel matters in international organizations, as well as in institutions of the non-governmental sector. At the CEE Trust, she was responsible for monitoring the process of awarding, disbursing and accounting for grants, and was also involved in the implementation of projects and organization of events aimed at promoting and supporting the development of civil society in the countries of Central and Eastern Europe. In the Warsaw office of the German Marshall Fund - in addition to carrying out tasks related to managing the work of the office, she also participated in projects related to the organization of international events, such as the Brussels Forum, Warsaw Security Forum and the Summit of the North Atlantic Treaty Organization member states, which took place in Warsaw in 2016. Ewa is a graduate of the Institute of Americas and Europe and the Institute of Applied Linguistics at the University of Warsaw, she also completed Postgraduate Management Studies at the Warsaw School of Economics.

  • Katarzyna Atemborska

    Management assistant, right hand of the office director, coordinator of the work of the Forum Energii team. During her professional career, she has held positions such as assistant to the general director of the DOZ pharmacy chain and office manager in a family advertising agency. She was also involved in the development industry - she was responsible for the acceptance of development investments and full service in the sale of premises on the primary market. Katarzyna is a graduate of the Warsaw University of Life Sciences; she plans to pursue post-graduate studies in the field of environmental protection. She loves hiking, all kinds of sports, motorcycling and travelling to interesting corners of the world.

  • Paweł Smoleń

    Chairman of the Supervisory Board

    Energy sector manager with a long-standing experience. Country manager of Kiwa Inspecta in Poland. Former President of EURACOAL. He also held the position of the Operations Vice-President at PGE and member of the management board responsible for energy sector and industry of ERBUD SA. In 1992 - 2001, he worked for Arthur Andersen consulting company as a partner responsible for energy sector. In 2001 - 2010, he was a Finance Director, Production Director, Member of the Management Board and then President of Vattenfall Heat Poland (former name: Elektrociepłownie Warszawskie). Later he was the development strategy director for Energy Business of Vattenfall Europe Group in Germany and also the director of the Central Production Assets Management for the entire Vattenfall Group. In 2008 - 2012 - President of the Polish Association of Private Employers of Energy Industry established at the Confederation Lewiatan.

  • dr Piotr Otawski

    Member of Supervisory Board

    Partner at Otawski Dziura Jędrzejewski i Partnerzy Law Office. Lawyer with the environmental protection degree and juris doctor from Mickiewicz University in Poznań where he was also an assistant professor and lecturer at Environmental Law faculty. He specializes in environmental law, spatial planning law and regulations relating to the investment process. He has a long-standing practice in the judicial, legislative and negotiating fields. He was Deputy General Director for Environmental Protection and Undersecretary of State and Chief Nature Conservator in the Ministry of Environment.

  • Antoni Bielewicz

    Member of Supervisory Board

    Senior Associate in the European Climate Foundation, responsible for the activities in Central and Eastern Europe. Antoni has over 17 years of experience in journalism, communication, public affairs and project management. In the past he worked for Harvard Business Review, Computerworld, CIO Magazine, CEO Magazine, Gazeta Wyborcza, Dziennik Gazeta Prawna, Przekroj and Polityka. He has contributed to many newspapers and magazines. He studied Media and Communication and holds a master degree in Latin American Studies from the University of Warsaw. Antoni is a father of two daughters, and a sport and travel fan.
